Manages personnel engaged in transportation systems management and operations, including freeway traffic management, traffic signal maintenance and operations, and Intelligent Transportation Systems, at San Antonio TxDOT District’s TransGuide Traffic Management Center. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Work requires extensive contact with governmental agencies, officials, private entities, and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Supervises professional and/or technical staff.
Oversee and manage the operation and maintenance of the San Antonio TxDOT District’s TransGuide Traffic Management Center, which includes the District Traffic Signal Shop.
Coordinates with TxDOT Planning, Design, Maintenance, and other offices on schematics, PS&E, and procurement of construction contracts, routine maintenance contracts (RMCs), and purchasing contracts for Traffic Management Systems (TMSs) and traffic signal systems;
Coordinates with TxDOT Design Offices, Area Offices, and Maintenance Offices to develop solutions to transportation problems and determines the need for, and oversees the development of, incident management plans;
Acts as liaison with TxDOT Divisions, MPOs, cities, counties, and other governmental entities concerning Traffic Incident Management (TIM) and Transportation Systems Management and Operations (TSMO) strategies;
Meets with appropriate TxDOT department supervisors and/or sections, law enforcement agencies, and city officials to discuss traffic problems and possible solutions;
Supervises professional and administrative staff;
Chairs and/or serves as a member of consultant selection teams, procurement contract teams, and research project teams;
Travels to project and work locations to make on-site engineering reviews, analyses, tests, and to provide technical support;
Represents TxDOT at meetings, conferences, and related activities; and
Performs other job-related duties as assigned.
This job requires the following:
Six (6) years in transportation engineering including three (3) years as a Licensed Professional Engineer (LPE).
(Experience can be satisfied by fulltime or prorated part-time equivalent)
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may be substituted for supervisory/managerial experience.
Related graduate-level education may be substituted for experience on a year-per-year basis.

Professional engineers licensed in another state, but not currently licensed in the State of Texas, must: (1) meet the license requirements of the State of Texas Engineering Practices Act; (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire; and (3) sign an agreement to that effect as a condition of employment.
