Elliott Homes, LLC is seeking a highly motivated team player for the position of Land Development Manager PE, specializing in single-family residential construction. You will be part of a dynamic, progressive home building company at the top of their game, currently working within the Mississippi Gulf Coast Region, with plans to expand into other States in 2021.
Reporting to the VP of Land, the Land Development Manager is responsible for supervising and directing all aspects of the engineering and land development within the Elliott Homes, LLC communities. You will create opportunities that fit the company’s land development strategies and have a thorough understanding of current market trends in land development and homebuilding. You will oversee various contractor/ consulting/municipal contracts which provide for, and relate to, the acquisition, approval and development of residential properties.

Essential Duties & Responsibilities:
Review Lot Layout with VP of Land and determine ways to improve efficiency and save costs.
Determine preliminary drainage/ utility plan with VP of Land prior to putting community into back office phase.
Complete any engineering needed for Corp of Engineers or DEQ submittal. Submit to and work with Corp and DEQ for full approval.
Full Subdivision Construction Drawings completed and stamped
Plan Review with municipality and Contractor - make changes accordingly
Submittal of Final Construction Drawings, Drainage Calculations, etc to Municipalities, Corp, and DEQ for Construction Approval
Review As-Built Construction Drawings and Submit to DEQ and Health Department for Final Approval.
Create a scope of work for each activity within the land development schedule.
Budgets & Reporting
Develop Final Construction Budget for Development based off trade bids.
Create schedule for development. Load and follow schedule for each development. Approve PO’s for payment after work is 100% complete
Hold Pre-Development meetings with Municipalities and establish clear guidelines for construction and approval. Attend all Municipal Inspections. Inspect work completed weekly for each development. Ensure work happens on time and work scopes are adhered to
Site Release to Home Builder
Follow development hand off checklist. Develop final Grading and Drainage Plan for each new Development. Determine with Field, Sales, and Purchasing (garage hands, area costs, remove plans and options as needed).
Other Engineering – Home Building
Stamping construction plans and reviewing “Scattered Lots” for buildability prior to purchase.
Must be able to read, understand and evaluate civil engineering / development plans
Ability to perform, in a professional manner, multiple detail-oriented tasks with simultaneous deadlines
Excellent written, oral, organizational and math skills
Experience serving as a Project Manager for multiple municipalities
Experience working on projects for cities, counties, and municipalities is preferred
Bachelor's degree required, degree in Civil Engineering
Registered P.E. in Mississippi within 30 days of hire
3-5 years of experience in Land Development or related work
Strong proficiency with AutoCAD, MS Word, and Excel
Valid, unrestricted driver’s license
