The City of Bay City, MI is seeking qualified applicants for the position of Director of Electric Utility (Director). Under the direction of the City Manager this position oversees the day to day operations of the City of Bay City Department of Electric Light and Power.
The Director of the Electric Utility directs the overall utility operations, coordinates the activities of the electric utility systems. This is a professional and managerial position that directs the overall activities of the Electric Utility; including participation with other agencies for the procurement, scheduling, and delivery of electric power and energy to the City electric customers. The position manages the operation of the electrical generation, transmission and distribution system, and administering the power supply resources required to meet residential, commercial, and industrial customer needs. The Director makes complex business decisions and evaluates long-term system requirements including the development of long-term expansion and reconstruction programs.
Required Knowledge, Skills, Abilities and Minimum Qualifications
The City Manager may accept any combination of experience, education, skills, and certifications, or substitutions at their discretion.
Education: Bachelor's degree in business or public administration, electrical engineering or a closely related field.
Extensive knowledge of the principles and practices of electric utility management with working knowledge of electric utility finance, accounting and budgeting.
Extensive knowledge of the methods, practices and techniques of evaluating electric utility operating costs, customer rates, energy efficiency, renewable energy, and purchase power.
Knowledge of evolving environmental, reliability, regulatory and cyber-security requirements as the relate to electric utilities.
Knowledge of electric industry in Michigan and the mid-west, including MISO, RFC, NERC, FERC and other regulatory requirements
High degree of verbal and written communication skills including report writing and public presentation skills.
The ability to work tactfully and in a positive manner with other city departments and other public and private entities.
Ability to problem solve with good communication and listening skills.
Ability to work effectively under stress and changes in work priorities.
Ability to provide leadership and management of the department through coaching, enabling and facilitating employees working in a team environment.
Ability to work nights, weekends and holidays as needed.
Ability to plan, organize and direct the activities of an electric utility engaged in the generation, transmission, and distribution of electrical power.
Ability to delegate authority and responsibility and to schedule and program work on a long-term basis.
Ability to effectively manage a large City department.
