The Research Animal Resources (RAR) Business Operations Manager is responsible for managing all aspects of the RAR Business Office. Responsibilities include staff supervision; customer relations; oversight of all billing (ISO and ESO), purchasing, and receiving activities; oversight of animal census and related reporting activities; and ensuring Business Office activities are in compliance with Institutional Animal Care and Use (IACUC) protocols. This position reports to the RAR Chief of Staff.

RAR has over 150 deployed staff at facilities within the Minneapolis and St. Paul campuses and provides service to several hundred investigators conducting ground-breaking research. Major units within RAR include Veterinary Resources, Technical Services, Business Operations, Animal Facilities Operations, and Animal Care Operations.

Job Duties: Supervision and Operations Oversight (45%)
Oversee and direct Business Office personnel, up to 7 full-time employees. Maintain a working knowledge of the responsibilities of each position and ensure adequate training and back-up exist for all positions. Supervision includes the following actions: recruit, hire, onboard, assign work, coach, transfer, suspend, promote, discharge, reward, discipline, and address grievances. Understand all the RAR animal facility operations and how the Business Office activities support these operations. Ensure timely and accurate responses for all business office requests, including, but not limited to, animal and supply orders, animal imports and exports, breeder and cage card processing, animal census, ISO/ESO billing and information updates/corrections, UMarket carts, Pcard and employee reimbursements. Provide timely recommendations on procurement requisitions and contracts to maintain compliance with university policies and regulations. Ensure Business Office staff maintain strong working relationships with veterinary, operational, and research staff. Work closely with Veterinarian Staff to ensure arriving animals meet RAR pre-screening health requirements. Maintain knowledge of the specialized diets, and enrichment items for each species of animal. Oversee reporting of animal census including USDA animal reporting data. Seek out opportunities for process improvement, making recommendations or implementing changes as appropriate.
Customer Service and Process Improvement (30%) Establish and monitor customer service standards for the RAR Business Office. Manage, direct, and/or resolve non-routine requests from RAR customers. Manage and resolve disputed issues regarding billing or delivery through investigation, negotiation and/or compromise. Provide guidance to the Institutional Animal Care and Use Committee (IACUC) compliance team about animal ordering activity. Contribute to process improvement in the RAR Business Office and throughout RAR as assigned.
Leadership and Management (20%) Ensure the OVPR Finance team has the needed input from RAR to inform financial reports, forecasts, balance projects, per diem rate development, cost data for animal orders and industry and market trends. Engage with the RAR Senior Leadership Team (SLT) to make recommendations for strategic planning and set priorities to best use of department resources. Recommend and implement communication strategies for internal and external audiences, promoting RAR services and activities.
Other Duties as Assigned (5%)
Required Qualifications: BA/BS degree plus at least six years of work-related experience and prior oversight of a small department or cross-disciplinary team.
Preferred Qualifications: Experience working in a complex non-profit environment; experience in a higher education research environment preferred. Experience managing and prioritizing multiple tasks; ability to work both independently and as a team member. Experience/working knowledge of relevant software systems, including Peoplesoft, WDS, UM Reports, and the Human Resources Management System (HRMS) Microsoft Power User AALAS Certification
